Though I don't like cold weather, I must say I don't find winter in Tokyo dull or gloomy because most days it's sunny, but I guess I understand your feelings.
That stretch along the Tamagawa reminds me of a similar area along the Tsurumigawa near Kamoi Station. Even near my house there are many cherry trees along the Ondagawa.
Regarding your planned half-day tour, is everybody supposed to bring his own bike or is it possible to rent one nearby?
